Regional Transportation Operations Program Manager

What you will do

• Translate enterprise and Florida's Turnpike Enterprise initiatives into enforceable expectations for regional construction projects.
• Integrate construction activities with maintenance, traffic operations, incident management, and asset performance through the Operations Center.
• Identify and mitigate system-level risks caused by construction, live traffic, and concurrent operations.
• Develop and implement operational KPIs covering mobility impacts, lane-closure compliance, queue thresholds, and incident-clearance support.
• Provide decision-ready recommendations, escalate cross-project issues, and coordinate adjustments during incidents, emergencies, and planned events.
• Align FDOT, contractors, CEI firms, and internal teams around consistent, customer-focused construction delivery.

Requirements

• Experience coordinating construction operations across complex transportation programs.
• Ability to manage system-wide operational risks, cross-project conflicts, and stakeholder expectations.
• Experience developing, validating, reporting, and acting on operational performance KPIs.
• Professional Engineer license, MBA, or PMP preferred.
• Prior experience with a Florida public agency preferred.
