Senior IT Project Manager (EHR)

Location: Hybrid in Harrisburg, Pennsylvania, with two days per week onsite at the Pennsylvania Department of Health; must currently reside in Pennsylvania and participate in off-site meetings at State Health Centers when required.

What you will do

• Lead the full lifecycle implementation of an enterprise Electronic Health Record system across 59 State Health Centers and applicable clinical programs.
• Manage project scope, schedules, budgets, estimates, resources, milestones, deliverables, quality requirements, risks, issues, and dependencies.
• Coordinate planning, design, development, testing, training, implementation, and post-implementation activities across IT, clinical, program, vendor, and business teams.
• Facilitate requirements definition, issue resolution, stakeholder communication, project governance, status reporting, and leadership presentations.
• Coordinate software quality assurance reviews, system testing, project inspections, change management, and compliance with PMO and Commonwealth requirements.
• Maintain project documentation and collaboration spaces using SharePoint and Microsoft Teams, while mentoring less experienced project management staff.

Requirements

• 7–9 years of relevant IT project management experience leading complex projects through successful implementation.
• Experience implementing an EHR system for an organization transitioning from paper-based charting, with experience in EHR/EMR systems, health informatics, or health IT.
• At least five years of active PMI Project Management Professional (PMP) certification.
• Experience managing enterprise-wide projects with delivery cycles of 8–12 months or longer and the complete project lifecycle.
• Strong knowledge of project schedules, budgets, scope, risks, resources, dependencies, deliverables, PMI principles, governance, and standardized reporting.
• Must currently reside in Pennsylvania and be able to work onsite in Harrisburg two days per week.

Nice to have

• Organizational change management experience for significant business or technology transformations.
• EHR implementation experience in public health, healthcare, government, or similarly complex environments.
• Experience coordinating clinical, informatics, application, data, networking, security, and service management teams.
• Experience with Daptiv or similar project portfolio management platforms and end-user training or organizational readiness activities.
