TL;DR
Financial & Resource Management Budget Analyst (Defense Budgeting): Supporting PPBE, budget development, financial execution, and resource integration for nuclear deterrence and CBRN/CWMD programs with an accent on RDT&E, Procurement, and O&M appropriations. Focus on developing budget exhibits, analyzing portfolio resources, preparing Congressional briefing products, and maintaining compliance with DoW and OMB financial management regulations.

Location: Hybrid schedule with 3–4 days per week onsite at the Mark Center in Alexandria, Virginia, and 1–2 days remotely.

Salary: $99,300–$144,100 USD per year.

What you will do

  • Support the Planning, Programming, Budgeting and Execution process, including POM development, budget exhibit reviews, and financial execution oversight.
  • Integrate capability portfolio management, strategy, funding requirements, and resource requests across OASW(NDCBD) programs.
  • Write, edit, and justify RDT&E, Procurement, and O&M budget exhibits and related financial management guidance.
  • Analyze financial and programmatic data and develop analytical products using the War Data Platform and Defense Agencies Initiative.
  • Prepare Congressional budget briefing products and support information requests from OMB, Congress, CAPE, Comptroller, WHS, and senior acquisition leadership.
  • Provide budgetary, programmatic, financial, and policy assessments while supporting the planning and execution of budgetary resources.

Requirements

  • Active TS/SCI clearance required.
  • Bachelor’s degree in business, finance, accounting, economics, or a related field; a master’s degree may substitute for three years of experience.
  • At least 8 years of budget and financial analysis experience.
  • Experience with DoW budget principles, appropriations, financial processes, budget documents, and the DoW Financial Management Regulation.
  • Experience supporting military or DoW components in CBRN or CWMD budget activities, including RDT&E, Procurement, and O&M issues.
  • Experience engaging GO/FO/SES personnel, working as a headquarters action officer, and using WDP, DAI, Excel pivot tables, PowerPoint, and formal briefing and guidance documents.
