Portfolio and Strategic Planning Analyst -- Resource Management Expert

Salary: $138,295.88–$240,469.70 per year

What you will do

• Provide strategic, programmatic, and budget planning support for software development and data management activities.
• Formulate, justify, and defend budget builds and develop spend plans for future fiscal years.
• Execute funding actions and reconcile planned spend with actual and projected expenditures.
• Prepare documentation for budget exercises, unfunded requirements, reprogramming, congressional submissions, briefings, and budget taskings.
• Analyze short- and long-term financial trends and recommend solutions for resource under- or over-utilization.
• Coordinate with resource management teams and brief executive-level stakeholders.

Requirements

• Must possess and maintain a TS/SCI clearance with polygraph.
• Bachelor’s degree or equivalent experience in quantitative analysis, financial analysis, social sciences, or a related field.
• Knowledge of strategic planning, resource management, program planning, budget execution, and cost analysis.
• Knowledge of economic and accounting principles, program risk assessment, and data quality procedures.
• Ability to apply analytic, diagnostic, and quantitative techniques to evaluate complex financial and resource issues.
• Experience level equivalent to BS 10–12 years, MS 8–10 years, or PhD 5–7 years.

Nice to have

• Master’s degree in a related field.
• At least 15 years of experience, including 3 or more years in the Intelligence Community.
• Strong proficiency with Microsoft Excel or similar software.
• Experience with acquisition lifecycle management software and Intelligence Community planning and resource management processes.
• Strong oral, written, and interpersonal communication skills.
