TL;DR
Director of Capture Management (Critical Infrastructure Protection) (Federal Mission Growth): Leading complex federal capture campaigns that protect critical infrastructure across cyber, physical, electromagnetic, human, operational, and resilience domains with an accent on customer shaping, competitive analysis, and integrated solution strategy. Focus on developing win themes, teaming and pricing strategies, applying acquisition data and AI-enabled analytics, and guiding pursuits from qualification through award.
Location: Onsite in Arlington, VA; Washington, DC; or Columbia, MD. Travel up to 50% may be required depending on customer, pursuit, and mission needs.
Salary: $200,000–$265,000 per year

What you will do
- Lead strategic capture efforts across the Critical Infrastructure Protection mission area and expand existing positions while opening new growth opportunities.
- Identify, qualify, and shape federal business opportunities through customer engagement, market intelligence, acquisition analysis, and competitive assessment.
- Translate customer needs into win themes, differentiated solution concepts, teaming strategies, pricing considerations, and pursuit priorities.
- Lead cross-functional capture teams spanning business development, operations, technical specialists, contracts, pricing, finance, recruiting, and executive stakeholders.
- Develop solutions covering cyber-physical security, infrastructure resilience, emergency management, operational technology protection, digital modernization, training, sustainment, and mission integration.
- Prepare capture plans, leadership briefings, gate reviews, investment recommendations, and performance assessments tied to customer mission outcomes.
Requirements
- 20+ years of experience in capture management, business development, program management, defense acquisition, military operations, civil space, homeland security, cybersecurity, or related mission growth areas.
- Proven record of personally leading and winning complex federal captures in defense, national security, civil space, homeland security, or mission-critical technical services.
- Experience with critical infrastructure protection, cyber-physical security, emergency management, infrastructure resilience, operational technology, industrial control systems, digital modernization, or related mission areas.
- Working knowledge of FAR/DFARS, IDIQs, task orders, GWACs, OTAs, CSOs, rapid prototyping pathways, recompetes, price-to-win, and probability-of-win methods.
- Bachelor’s degree in business, engineering, national security, homeland security, cybersecurity, emergency management, public policy, or a related field.
- U.S. citizenship is required, along with the ability to obtain and maintain a U.S. Government security clearance.
Nice to have
- Experience supporting or capturing work for DHS, CISA, FEMA, CBP, TSA, DOE/NNSA, DOT, FAA, NRC, EPA, national labs, or related organizations.
- Experience with AI-enabled software, data analytics, cyber-physical resilience, threat and vulnerability assessment, incident response, continuity planning, or infrastructure modernization.
- Prior military, government civilian, law enforcement, emergency management, cybersecurity, infrastructure, or mission-critical operations experience.
- Existing security clearance and relationships with infrastructure operators, cyber providers, systems integrators, technology firms, or mission partners.
