TL;DR
Program Manager (PgM) (Government Program Management and Agile Delivery): Leading execution of a Blanket Purchase Agreement and associated Task Orders supporting a U.S. Combatant Command, with an accent on quality assurance, resource management, and coordination across distributed OCONUS teams. Focus on supervising secure mission-critical delivery, managing contractual and programmatic risks, and ensuring compliance with Host Nation and SOFA requirements.
Location: Tampa, Florida, United States; coordination across multiple OCONUS locations in the Area of Responsibility.

What you will do
- Serve as the named Program Manager and single authoritative point of contact for the first Task Order and the Government.
- Lead management, administration, direction, and execution of the BPA and associated Task Orders.
- Oversee contractor and subcontractor personnel, staffing, performance, technical efforts, and resource utilization across distributed OCONUS locations.
- Establish quality assurance for deliverables and services in accordance with the Quality Control Plan.
- Manage Scrum-based Agile execution, including sprint planning, delivery cadence, and coordination across teams.
- Identify and mitigate contractual, programmatic, staffing, schedule, and resource risks while liaising with the CO, COR, and Government stakeholders.
Requirements
- Active Top Secret clearance with SCI eligibility based on a Single Scope Background Investigation (SSBI) is mandatory.
- At least 10 years of experience planning, directing, coordinating, and managing projects or programs of similar scope and complexity.
- Experience managing programs with multiple OCONUS locations and geographically dispersed, multidisciplinary teams.
- Experience with Scrum-based execution, Agile delivery, risk management, and program performance management.
- Experience with foreign Host Nation and Status of Forces Agreement (SOFA) requirements, regulations, and processes.
- Strong communication and decision-making skills for engagement with senior Government stakeholders.

- Project Management Professional (PMP) or Program Management Professional (PgMP) certification.
