Senior Manager, Program Manager

Location: Washington, District of Columbia, United States; must be based within the Washington, DC area with regular onsite presence.

Salary: $165,000–$180,000 per year

What you will do

• Plan and execute strategic initiatives aligned with agency missions, federal priorities, and budgets.
• Manage the complete program lifecycle from initiation and planning through execution, monitoring, and closeout.
• Define and track performance metrics, KPIs, deliverables, benefits realization, and progress toward completion.
• Identify, mitigate, and monitor delivery risks in complex organizational and delivery environments.
• Provide budget and financial oversight, including forecasting and cost control for appropriated funds.
• Prepare executive briefings and coordinate stakeholders across agency departments, vendors, and leadership.

Requirements

• 12+ years of experience managing large projects and/or programs.
• Bachelor’s degree or higher.
• Experience working within a PMO structure and with distributed delivery teams and leadership.
• Strong written and verbal communication, negotiation, problem-solving, organizational, and meeting-facilitation skills.
• Ability to understand delivery risks and develop mitigation strategies while managing competing priorities, contracts, and policy constraints.
• Ability to receive a Public Trust clearance.

Nice to have

• Experience supporting the Department of Veterans Affairs.
• Understanding of federal legislation and VA policies affecting program delivery.
• Six Sigma training or PMP certification.
• Experience with strategic planning for broader organizational objectives.
