Program Manager (NOAA)

What you will do

• Lead the NOAA ProTech Weather Agile program and project management services across all four Moonshot focus areas.
• Own task-order cost, schedule, quality, staffing, and personnel performance.
• Serve as the accountable point of contact for the Contracting Officer and Contracting Officer’s Representative.
• Approve and deliver monthly program status reports and present exception-oriented leadership briefings.
• Manage risk escalation, contingency planning, quality control, and high-visibility deliverables.
• Direct staffing, telework, security processing, cross-training, continuity, and contractual compliance.

Requirements

• Bachelor’s degree or higher in business, management, or a related field.
• 10 or more years of programmatic and strategic portfolio or IT program management experience.
• At least 5 years of experience managing federal contracts or project teams.
• PMP certification and in-depth knowledge of PMBOK practices.
• Ability to manage cost, schedule, quality, personnel, reporting, risk, and compliance for a federal task order.

Nice to have

• Direct NOAA or NESDIS program, budget, and resource-management experience.
• Experience with federal financial and reporting systems such as MARS.
• Familiarity with scaled Agile program management in a research or scientific-software environment.
