TL;DR
Senior Project Manager (Environmental Permitting): Leading environmental permitting projects for complex energy and transportation infrastructure with an accent on regulatory approvals, environmental documentation, and multidisciplinary coordination. Focus on guiding agencies and clients through NEPA and local, state, and federal permitting processes, managing scopes and budgets, and developing technical reports.

Location: Waltham, Massachusetts; work may be based in TRC offices in Lowell, Waltham, Boston, or a surrounding state near a TRC office.

Salary: USD 120,000–152,859.20 per year, plus potential eligibility for an annual discretionary bonus.

What you will do

  • Lead environmental permitting for multidisciplinary energy and transportation infrastructure projects.
  • Act as a client-facing permitting subject matter expert and coordinate with agencies, clients, and project partners.
  • Direct internal teams and subconsultants delivering environmental reviews and regulatory documentation.
  • Manage environmental documents including environmental impact statements, environmental assessments, initial studies, categorical exclusions, exemptions, and negative declarations.
  • Support business development, proposal preparation, professional networking, and industry representation.
  • Mentor junior and mid-level staff while monitoring emerging regulations and industry requirements.

Requirements

  • Bachelor’s degree in environmental science or engineering, environmental permitting, environmental policy, natural resources, or a related field.
  • 10+ years of environmental permitting experience focused on energy or transportation infrastructure.
  • Experience leading permitting projects, developing scopes of work, and guiding agencies and clients through environmental compliance processes.
  • Experience supporting regulatory agencies and preparing technical documents for NEPA compliance, including EAs, FONSIs, consultation letters, and schedules.
  • Knowledge of local, regional, state, and federal permitting, zoning, and regulatory processes; Massachusetts experience is preferred.
  • Strong analytical, technical writing, communication, managerial, reporting, and Microsoft Office skills, with the ability to manage multiple projects concurrently.

Nice to have

  • Expertise in the Endangered Species Act, National Historic Preservation Act, Clean Water Act, or Clean Air Act.
  • AICP certification.
  • Experience managing project scopes, schedules, and budgets across energy and transportation projects.
