TL;DR
Senior Air Quality Consultant / Regional Leader (Air Quality): Leading complex air permitting, regulatory compliance, and air dispersion modeling projects for industrial clients with an accent on Texas TCEQ requirements, emissions analysis, and Clean Air Act programs. Focus on preparing PSD, NSR/NNSR, PBR, Standard Permit, and Title V deliverables, resolving NO₂, SO₂, and PM₂.₅ modeling challenges, and managing project teams and client relationships.

Location: Houston, Texas, United States; office-based with travel to client sites and occasional field work and audits.

Salary: USD 150,000–200,000 per year, plus potential participation in an annual discretionary bonus program.

What you will do

  • Lead complex air permitting applications for PSD, NSR/NNSR, Permit-by-Rule, Standard Permit, and Title V programs.
  • Perform regulatory applicability analyses, compliance strategy development, emissions inventories, calculations, and reporting.
  • Conduct advanced air dispersion modeling for permitting and FERC projects using AERMOD and CALPUFF.
  • Evaluate meteorological data, modeling inputs, criteria pollutants, and GHG emissions, including NO₂, SO₂, and PM₂.₅ challenges.
  • Lead project teams, manage client relationships, review deliverable quality, and support project profitability and delivery.
  • Conduct air compliance audits, onsite evaluations, and monitoring and reporting reviews as needed.

Requirements

  • Bachelor’s degree in Atmospheric Sciences, Environmental Engineering, or a related field.
  • 10+ years of experience in air quality consulting or regulatory compliance.
  • Demonstrated experience with Texas air permitting programs, including TCEQ NSR, PBR, Standard Permits, and Title V, is required.
  • Experience with Clean Air Act programs, permitting strategy, air quality engineering, dispersion modeling, and compliance requirements.
  • Experience supporting power generation, oil and gas, LNG, petrochemical, chemical manufacturing, bulk storage, or materials handling sectors.
  • QEP, CCM, or PE certification and strong project leadership, communication, analytical, and client management skills.

Nice to have

  • Compliance audit and monitoring experience.
  • Multi-state air dispersion modeling experience.
  • HAZWOPER certification or ability to obtain it.
  • Professional affiliation with organizations such as the Air & Waste Management Association.
