TL;DR
Financial Management (Program Control) - Subject Matter Expert (FM1) (Aerospace): Directing cross-program financial analysis, budget formulation, resource allocation, and acquisition baseline management for U.S. Space Force programs with an accent on executive-level program control, legislative impact assessment, and advanced quantitative modeling. Focus on consolidating PAE-wide spend plans, resolving funding discrepancies, designing financial decision-support systems, and advising senior leaders on complex resource trade-offs.

Location: On-site in Chantilly, Virginia, United States. U.S. citizenship and an active DoD/IC Top Secret/SCI security clearance are required.

Salary: $130,000–$150,000 per year, depending on experience.

What you will do

  • Direct consolidation of program baselines, spend plans, budget tracks, and resource realignments at the Program Acquisition Executive level.
  • Lead cross-program financial analyses, budget estimates, performance reviews, and strategic resource trade-off recommendations.
  • Oversee IPBS, CBJB, CJB, BLI, UFR, and related budget submissions, ensuring compliance with U.S. Space Force policies.
  • Assess Congressional and Executive Branch actions and incorporate legislative impacts into operating guidance and budget documentation.
  • Develop quantitative models, trend analyses, performance measures, decision-support tools, and executive-level financial reports.
  • Prepare budget summaries, issue papers, and talking points while leading meetings with senior government and program executives.

Requirements

  • Master’s degree required; a bachelor’s degree is also required, preferably in mathematics, engineering, or the sciences.
  • At least 15 years of relevant experience in financial management, cost analysis, budgeting, or program control.
  • Expert knowledge of IC budgetary principles and procedures.
  • Expert knowledge of acquisition management regulations, major system acquisition lifecycle planning, Acquisition Program Baseline development, and program management plans.
  • Extensive experience with advanced cost analysis methodologies, quantitative techniques, modeling, simulation, descriptive statistics, trend analysis, and learning curve theory.
  • U.S. citizenship and an active DoD/IC Top Secret/SCI security clearance are required.

Nice to have

  • Extensive experience advising senior government, U.S. Space Force, or U.S. Air Force leadership on financial metrics and Congressional mark impacts.
