Salary: $87,000–$102,000 for Consultant, $100,000–$118,000 for Senior Consultant, or $116,000–$140,000 for Principal Consultant; annual bonus also available.

What you will do

  • Own Cargo Preference Act compliance for projects financed through U.S. Department of Energy Energy Dominance Financing loan agreements.
  • Develop and implement processes, controls, monitoring tools, and documentation standards for compliant material purchases and shipments.
  • Ensure federal flow-down provisions are included in contracts, bid packages, purchase orders, and direct-award agreements.
  • Monitor contractor and subcontractor compliance, identify risks, and support contract review and approval.
  • Maintain compliance reporting, dashboards, metrics, and audit-ready records across a portfolio of eight DOE loan agreements.
  • Collaborate with procurement, supply chain, engineering, construction, finance, and project management stakeholders and provide guidance and training.

Requirements

  • Bachelor's degree in technology, management, business, or engineering with 5–9 years of relevant experience, or an associate degree in the same disciplines with 7–11 years of relevant experience, depending on level.
  • Experience managing compliance programs, regulatory requirements, or contract compliance processes.
  • Experience with procurement, contracting, supply chain, construction, engineering, or infrastructure programs.
  • Ability to interpret and apply complex regulatory and contractual requirements and develop policies, procedures, controls, or governance frameworks.
  • Strong project management, organization, documentation, reporting, process improvement, and cross-functional communication skills.
  • Ability to work on-site in Columbus, Ohio.

Nice to have

  • Experience supporting DOE-financed projects or Cargo Preference Act compliance.
  • Experience administering federal contract flow-down requirements.
  • Experience with large-scale capital projects, infrastructure, utilities, or the energy industry.
  • Experience supporting federal audits, compliance reviews, or regulatory examinations.
  • Experience implementing compliance monitoring systems or reporting tools.
