TL;DR
Journeyman Program Analyst (DoD Financial Management/PPBE): Supporting the Space Systems Integration Office by translating capability requirements into budget requests and tracking the execution of funds for advanced space systems with an accent on strategic programming, financial analysis, and stakeholder coordination. Focus on developing Program Objective Memorandum support, managing unfunded requirements, and preparing strategic briefings and justification documents for USSF priorities.

Location: El Segundo, California, United States; onsite at Los Angeles AFB. Travel as needed.

Salary: $150,000–$170,000 per year.

What you will do

  • Support planning, management, and execution of funds for enterprise risks, issues, and capability gaps.
  • Translate SSIO capability requirements into actionable and defensible strategic plans during the programming phase.
  • Analyze program data and capability trends to advise leadership on long-term resource allocation.
  • Prepare and coordinate progress reviews, staffer briefings, issue papers, R-Docs, and P-Docs.
  • Coordinate stakeholders to identify shortfalls, develop Unfunded Requirements, and propose mitigation strategies.
  • Serve as a liaison between the Strategic Cell and external stakeholders to align initiatives with USSF priorities.

Requirements

  • Bachelor’s degree in finance, accounting, economics, business administration, or a highly analytical field.
  • 4+ years of industry, federal government, or SETA experience supporting federal contracts and acquisition, program management, or DoD financial management.
  • Experience with budget formulation, programming, or budget execution, plus the ability to apply acquisition regulations, laws, policies, and guidance.
  • Strong written, oral, and interpersonal communication skills with the ability to manage multiple stakeholders and complex tasks.
  • Proficiency with Microsoft Outlook, Word, Excel, PowerPoint, and related tools.
  • Active Top Secret security clearance with SCI eligibility required.

Nice to have

  • Experience with the DoD Planning, Programming, Budgeting and Execution process.
  • Experience with Jira, Confluence, or the Atlassian Tool Suite.
  • Experience using Tableau or Power BI to manipulate and visualize financial datasets.
  • Customer relationship-building skills and aptitude for learning new services and programs.
