Infrastructure & Capital Projects – DMV Region Market Leader for Water, ANS (Digital Water)

What you will do

• Lead strategic growth, business development, marketing, and sales for the water sector across Delaware, Maryland, and Virginia.
• Build relationships with government agencies, utilities, public authorities, existing clients, and target strategic clients.
• Drive digital water strategies involving smart water networks, IoT sensor integration, real-time analytics, digital twins, AI, and machine learning.
• Guide Enterprise Asset Management and Computerized Maintenance Management System implementations, SCADA modernization, cloud adoption, and OT/IT cybersecurity initiatives.
• Develop transformation roadmaps covering strategy, implementation, change management, workforce enablement, and technology adoption.
• Manage regional projects, budgets, operational reporting, personnel, quality assurance, and performance objectives.

Requirements

• Bachelor’s degree in Civil, Chemical, or Environmental Engineering, Public Administration, Construction Management, Information Systems, or an equivalent field.
• 5+ years of experience in the water industry, digital water, smart utilities, or technology transformation programs.
• Experience with executive leadership, management, budgeting, KPIs, analytical work, negotiation, communication, and presentations.
• Ability to build relationships with public-sector leaders, regulatory agencies, utilities, boards, and community stakeholders.
• Strong computer skills, including Microsoft Office, data analytics platforms, and digital project delivery tools.
• Hybrid work based in Washington, DC.

Nice to have

• Master’s degree or certifications such as PE, CCM, PMP, CFE, COA, or LEED.
• Experience with digital twin platforms, GIS and asset management systems, SCADA modernization, or utility analytics tools such as Esri, IBM Maximo, Xylem Vue, or Optera.
• Knowledge of MDE, Virginia DEQ, or Delaware DNREC regulatory frameworks and regional water or wastewater utilities.
• Experience supporting appointed and elected leadership.
