Program Analyst II (Surge)

What you will do

• Provide surge support for Science and Technology program management and financial analysis under the Government Business Financial Manager.
• Assist with planning and executing S&T initiatives, special studies, and multidisciplinary team coordination.
• Act as a technical liaison with PEOs, SYSCOMs, OSD, and other stakeholders.
• Conduct financial analysis, maintain fiscal metrics, and support budgeting and fiscal submissions, including the POM process.
• Develop SOPs for audit readiness and support data-call and correspondence tracking and routing.

Requirements

• Critical-thinking, analytical, problem-solving, and data-driven recommendation skills.
• Experience liaising with senior military, government, and civilian personnel.
• Experience with the DoD/DON budget cycle, including POM development, and familiarity with federal financial regulations such as FMR and FMPM.
• Strong written and verbal communication skills, including preparation of briefs, reports, and official correspondence for senior leadership.
• Bachelor’s degree in Finance, Business Administration, Public Policy, or a related field and at least five years of recent DoD or DON experience in program management, financial analysis, or management consulting.
• A bachelor’s degree may be waived with a high school diploma or equivalent and at least ten years of relevant recent DoD or DON experience.

Nice to have

• Experience supporting ONR, the Naval Research Enterprise, or a similar Science and Technology organization.
• Proficiency with Navy ERP or a similar financial management system.
• Experience with Microsoft Power Apps.
