Program Analyst II (Surge) (DoD Program Management and Financial Analysis): Supporting Science and Technology initiatives through program analysis, financial planning, stakeholder coordination, special studies, and administrative operations with an accent on POM development, fiscal metrics, and audit readiness. Focus on analyzing defense budgets, coordinating multidisciplinary stakeholders, preparing senior-leadership briefs, and routing data calls and official correspondence.

What you will do
- Provide surge support for Science and Technology program management and financial analysis under the Government Business Financial Manager.
- Assist with planning and executing S&T initiatives, special studies, and multidisciplinary team coordination.
- Act as a technical liaison with PEOs, SYSCOMs, OSD, and other stakeholders.
- Conduct financial analysis, maintain fiscal metrics, and support budgeting and fiscal submissions, including the POM process.
- Develop SOPs for audit readiness and support data-call and correspondence tracking and routing.
Requirements
- Critical-thinking, analytical, problem-solving, and data-driven recommendation skills.
- Experience liaising with senior military, government, and civilian personnel.
- Experience with the DoD/DON budget cycle, including POM development, and familiarity with federal financial regulations such as FMR and FMPM.
- Strong written and verbal communication skills, including preparation of briefs, reports, and official correspondence for senior leadership.
- Bachelor’s degree in Finance, Business Administration, Public Policy, or a related field and at least five years of recent DoD or DON experience in program management, financial analysis, or management consulting.
- A bachelor’s degree may be waived with a high school diploma or equivalent and at least ten years of relevant recent DoD or DON experience.
Nice to have
- Experience supporting ONR, the Naval Research Enterprise, or a similar Science and Technology organization.
- Proficiency with Navy ERP or a similar financial management system.
- Experience with Microsoft Power Apps.
