TL;DR
Program Analyst I (S&T Program Support and Financial Analysis): Supporting Science and Technology initiatives through program planning, financial analysis, budgeting, administrative operations, and stakeholder coordination with an accent on DoD program execution, fiscal metrics, and POM submissions. Focus on conducting technical and financial studies, supporting Technology Readiness Assessments and Manufacturing Readiness Levels, and preparing data-driven recommendations and leadership briefings.

What you will do
- Support the planning and execution of Science and Technology initiatives through special studies, multidisciplinary team coordination, and recommendations aligned with Naval needs.
- Support Technology Readiness Assessments, Manufacturing Readiness Levels, and technical liaison activities with PEOs, SYSCOMs, OSD, and other stakeholders.
- Conduct financial analysis, maintain fiscal metrics, track program performance, and support S&T financial planning and budgeting.
- Contribute to the Program Objective Memorandum process and prepare financial summaries, reports, and leadership briefings.
- Support administrative operations, including SOP development, audit readiness, data calls, correspondence, timekeeping, travel, and training.
- Provide assigned IT and communications support, including stakeholder awareness of IT initiatives or telecommunications service control activities.
Requirements
- Bachelor’s degree.
- Ability to think critically, analyze information, identify problems, evaluate solutions, and make data-driven recommendations.
- Ability to organize multiple complex tasks, maintain attention to detail, and adapt to shifting priorities.
- Excellent verbal and written communication skills.
- Strong interpersonal skills and ability to work independently and as part of a team.
Nice to have
- Experience supporting ONR, the Naval Research Enterprise, or a similar Science and Technology organization.
- Knowledge of DoD property accountability regulations, FIAR standards, and federal financial regulations.
- Experience with the DoD/DON budget cycle and POM development.
- Experience liaising with senior military, government, and civilian personnel.
- Proficiency with Navy ERP or similar financial management systems and Microsoft Power Apps.
