Senior Project Manager - District Services (Civil Engineering)

Location: Houston, Texas, United States; standard weekday schedule with flexibility for overtime and emergency response.

What you will do

• Act as District Engineer for assigned Municipal Utility District boards, providing engineering recommendations, strategic guidance, and regular updates.
• Plan and oversee capital improvement programs, bond applications, feasibility studies, permitting documents, and infrastructure projects.
• Review development plans, construction documents, contractor pay applications, and invoices for compliance with district standards and regulations.
• Provide technical oversight for construction and rehabilitation of water and wastewater facilities, including field progress monitoring and site meetings.
• Coordinate project execution with developers, consultants, contractors, regulatory agencies, district operators, and internal teams.
• Support operational planning, maintenance strategies, emergency response, regulatory updates, proposals, and project delivery.

Requirements

• Bachelor’s degree in Civil Engineering or a related field from an ABET-accredited program.
• Professional Engineer (PE) license.
• At least 10 years of relevant civil engineering experience, with an emphasis on municipal infrastructure and utility district services.
• Knowledge of capital planning, permitting, utility design, construction oversight, regulatory standards, and environmental compliance.
• Strong analytical, problem-solving, communication, presentation, and stakeholder coordination skills.
• Ability to manage shifting priorities, meet deadlines, and support overtime or emergency response when needed.

Nice to have

• Experience with Municipal Utility Districts or public-sector clients.
