Land Development Project Manager (Civil Engineering): Leading land development and site civil engineering projects from concept planning through construction closeout with an accent on project controls, permitting, client relationships, and technical quality. Focus on coordinating multidisciplinary staff, reviewing engineering deliverables, managing budgets and profitability, and delivering grading, stormwater, utility, and site design solutions.

Location: Owings Mills, Maryland; projects span the Baltimore–Washington region.

Compensation: $142,544.33–$160,362.37 per year

What you will do

  • Lead land development and site civil engineering projects from concept planning through design, permitting, bidding, and construction closeout.
  • Manage project scope, schedules, budgets, staffing, quality, invoicing, profitability, and cash flow.
  • Serve as the primary client contact and coordinate meetings, presentations, approvals, agencies, stakeholders, and subconsultants.
  • Mentor junior, mid-level, and senior engineers while coordinating project staff and reviewing technical deliverables.
  • Prepare proposals, scopes of work, fee estimates, and business development materials.
  • Provide technical direction on site design, grading, stormwater management, utilities, permitting, and community outreach.

Requirements

  • Bachelor’s degree in Civil Engineering; a master’s degree is preferred.
  • Professional Engineer license in Maryland, Washington, DC, or Virginia, or the ability to obtain one within a reasonable timeframe.
  • 10+ years of progressive experience in land development engineering, including design and project management.
  • Experience managing staff, working with clients, and delivering public- and private-sector projects.
  • Strong understanding of permitting processes in Maryland, Washington, DC, and surrounding jurisdictions.
  • Proficiency in AutoCAD Civil 3D or MicroStation and Microsoft Office Suite, with the ability to manage multiple concurrent projects.

Nice to have

  • Experience with Hydraflow, HydroCAD, or Storm & Sanitary Analysis.
  • Experience with grading, stormwater, storm drain, erosion and sediment control, and utility design.
  • Industry involvement, professional organization participation, or business development experience.
  • Experience preparing proposals, negotiating scopes, and managing additional services.
