Project Manager - District Services (Civil Engineering)

What you will do

• Plan and oversee municipal utility district infrastructure projects, including Capital Improvement Plans, bond applications, feasibility studies, and permitting documentation.
• Review development plans, construction documents, contractor pay applications, and invoices for compliance with District standards and regulations.
• Provide technical oversight for the construction and rehabilitation of water and wastewater facilities, monitor field progress, and attend site meetings.
• Coordinate with developers, consultants, regulatory agencies, District Operators, and internal teams on project execution, operations, maintenance, and emergency response.
• Prepare engineering proposals and manage projects through completion, supporting on-time and on-budget delivery.
• Track legislation and regulatory updates and communicate potential impacts to stakeholders.

Requirements

• Bachelor’s degree in Civil Engineering or a related field from an ABET-accredited program.
• Professional Engineer (PE) license.
• At least 6 years of relevant civil engineering experience, preferably involving municipal infrastructure and utility district services.
• Knowledge of capital planning, permitting, utility design, construction oversight, regulatory standards, and environmental compliance.
• Strong analytical, problem-solving, communication, presentation, and stakeholder coordination skills.
• Ability to work a standard weekday schedule with flexibility for overtime or emergency response.

Nice to have

• Experience with Municipal Utility Districts or public-sector clients.
