Location: 100% on-site at 4601 W. Guadalupe St., Austin, TX 78751; local candidates residing in the greater Austin metropolitan area are required. Standard schedule is Monday through Friday, 8:00 AM–5:00 PM, excluding Texas state holidays. Occasional evening or weekend work may be requested during major release windows. Travel, per diem, parking, and relocation expenses are not provided.

What you will do
- Lead end-to-end business analysis for an enterprise Medicaid systems modernization project serving Texas healthcare programs.
- Elicit, author, maintain traceability for, and review functional requirements, technical design specifications, process maps, and test cases.
- Provide technical and functional oversight of external software vendors and validate deliverables against architecture standards and project milestones.
- Manage project scope, release acceptance criteria, rollout activities, and system integration and user acceptance testing.
- Analyze health and human services policies, business rules, and administrative standards to identify impacts on workflows and application functions.
- Coordinate infrastructure, UI, database, and integration workstreams while identifying risks and implementing mitigation plans.
Requirements
- 8+ years of experience overseeing external IT vendors and enterprise software delivery.
- 8+ years of experience in requirements engineering, technical documentation, traceability matrices, workflow diagrams, functional designs, and testing suites.
- 8+ years of experience analyzing enterprise architectures, troubleshooting technical bottlenecks, and supporting complex implementations.
- 8+ years of experience managing scope, acceptance baselines, deployments, SIT, UAT, and delivery risks.
- 8+ years of experience analyzing public-sector health and human services policies, statutory standards, and operating procedures.
- Must be a local candidate residing in the greater Austin, Texas metropolitan area and available for on-site work.
Nice to have
- 3+ years using Azure DevOps or Team Foundation Server for user stories and requirements, preferably in a SAFe environment.
- 3+ years supporting Texas HHSC initiatives, Texas Medicaid, CHIP, or related state healthcare platforms.
- 3+ years of experience with enterprise architecture, integrations, data layers, UI frameworks, workflow orchestration, business rules engines, and cloud implementations.
- Experience with state information-resource project management dashboards and portfolio reporting tools.
- Advanced proficiency with SharePoint, Microsoft Office, and Microsoft Copilot.
