Location: Remote within the United States; Washington-based candidates may occasionally travel to Olympia, Washington, for in-person meetings, workshops, and stakeholder sessions. Candidates outside Washington will be primarily remote.
W2 annual salary: $110,000–$145,000 for candidates based in Washington or Texas. 1099 contracting/LLC compensation: $130,000–$175,000, without benefits.

What you will do
- Analyze federal legislation, CMS guidance, and Medicaid eligibility policies to determine business and system impacts.
- Document current-state and future-state processes, workflows, operational procedures, business rules, and decision trees.
- Facilitate requirements workshops with stakeholders, subject matter experts, compliance, legal, operations, and technical teams.
- Develop BRDs, functional requirements, user stories, acceptance criteria, impact assessments, and requirements traceability.
- Support eligibility determinations, renewals, verifications, compliance reporting, Agile ceremonies, and requirements prioritization.
- Develop UAT scenarios, validate system functionality, review test results, and support defect triage and resolution.
Requirements
- Bachelor’s degree in business administration, public administration, health administration, information systems, or a related field.
- 5+ years of business analysis experience supporting complex business or technology initiatives.
- Experience gathering, documenting, and managing business and functional requirements.
- Experience facilitating workshops and stakeholder meetings and creating process maps, workflows, use cases, and requirements documentation.
- Experience supporting system implementation, modernization, transformation, UAT, test planning, and validation activities.
- Experience working in Agile and Scrum environments, with strong communication, process analysis, and cross-functional collaboration skills.
Nice to have
- Experience with Medicaid eligibility systems, healthcare benefits, public assistance programs, or public-sector clients.
- Knowledge of Medicaid policies, federal regulations, CMS guidance, and compliance requirements.
- Experience with traceability matrices, gap analyses, business rules, impact assessments, change management, or organizational readiness.
- Lean, continuous improvement, process optimization, or compliance-driven technology implementation experience.
- CBAP, CCBA, PMI-PBA, Scrum, Agile, or related certifications.
