Engineering Team Leader (Technical Program Manager)

Location: Bethesda, Maryland, United States; full-time onsite at NIH-NCBI with the possibility of working remotely one day per week

Salary: $145,000–$190,000 per year

What you will do

• Lead multiple software engineering teams delivering high-throughput, high-availability data management systems.
• Plan, track, and deliver software initiatives against program objectives, schedules, budgets, and risk targets.
• Coordinate dependencies and shared technical activities across development teams and organizational boundaries.
• Collaborate with the CTO, Program Head, and technical leads on technology strategy and technical decision-making.
• Oversee the design and delivery of distributed, data-intensive applications built primarily in C++ and Python.
• Manage, mentor, and develop engineers and technical leads while fostering accountability, technical excellence, and continuous improvement.

Requirements

• Eligible to work in the United States as a U.S. citizen or permanent resident.
• Master of Science degree in engineering, computer science, information systems, bioinformatics, or a related field.
• 7+ years of experience leading complex software engineering or technical program management initiatives.
• Strong expertise in C++ and Python, including participation in technical design discussions and code reviews.
• Experience managing teams that build highly available, high-throughput data management applications and petabyte-scale data warehousing and transformation systems.
• Experience with Agile environments, architecture and design, cloud technologies, team development, and coaching.

• Experience implementing DevOps and DataOps practices.
• Experience with bioinformatics and sequence analysis projects.
• Experience leading teams through Agile transformation.
• Federal contracting or large-scale mission-driven technical experience.
