Strategic Digital Transformation & PMIS Services Leader

Location: California, USA, targeting the Los Angeles, Long Beach, San Francisco, and Oakland regions. Hybrid work between a home office and project sites, with approximately 10% monthly travel.

Salary: $180,000–$220,000 per year ($87–$106 per hour).

What you will do

• Lead executive discovery workshops, stakeholder interviews, and current-state assessments for public infrastructure owners.
• Develop PMIS strategies connecting governance, program controls, cost, schedule, risk, documents, and reporting.
• Translate market opportunities into scopes, proposals, pursuit narratives, and account-expansion strategies.
• Develop proposal budgets and forecast resource needs as pursuits and engagements scale.
• Oversee data governance and executive dashboarding strategy across systems, workflows, and analytics platforms.
• Coordinate with strategic partners and prime contractors, mentor team members, and mature delivery standards.

Requirements

• Bachelor’s degree in construction management, engineering, business administration, or a related field, or an equivalent combination of education and experience.
• 10+ years of experience in digital transformation, PMIS advisory, or program controls strategy for mega capital infrastructure construction programs.
• Experience advising public infrastructure owners on PMIS or program controls strategy and leading engagements from discovery through implementation oversight.
• Knowledge of public agency funding, procurement, governance, and executive reporting requirements.
• Experience with PMIS, ERP integration, data platforms, or analytics tools supporting capital-program technology strategy.
• Proficiency with Microsoft Office 365, including Outlook, Teams, Word, Excel, and PowerPoint.

Nice to have

• Master’s degree in construction management, engineering management, business administration, or public administration.
• PMP, PMI-ACP, or similar program or PMO-focused certification.
• Owner’s representative or program management experience on capital infrastructure programs.
• Experience with service-line strategy, capture positioning, or account expansion in a consulting or advisory practice.
• Experience with GIS, BIM, digital-twin, AI-enabled decision-support, Power BI, or equivalent dashboarding tools.
