Marketing Proposal Manager (Water Infrastructure)

Location: Dallas, Texas, United States; hybrid schedule with 3 days per week in the office

Salary: $104,402.58–$119,317.24 per year

What you will do

• Lead pre-RFP/Q positioning, pursuit strategy, competitor analysis, win planning, and qualifications development for water-sector opportunities.
• Analyze RFQs and RFPs, identify teaming and growth opportunities, and establish responsibilities, schedules, and content-readiness plans.
• Develop, write, tailor, and deliver strategic proposals, presentations, non-technical narratives, graphics concepts, and client materials.
• Coordinate technical staff, business development teams, senior leadership, teaming partners, proposal coordinators, and graphic support staff.
• Manage proposal production, document assembly, version control, quality control, proofreading, editing, and final delivery.
• Prepare shortlist interviews, coach presenters, and incorporate client debrief lessons into future submissions.

Requirements

• At least 8 years of experience managing proposal development in the architecture, engineering, or construction industry.
• Experience marketing engineering and construction services, including pursuit strategy, competitive positioning, and proposal best practices.
• Proposal management experience is required, ideally involving local water facility infrastructure projects.
• Excellent writing, research, organization, time management, and collaboration skills, including the ability to manage concurrent assignments under strict deadlines.
• Proficiency with Microsoft Word, Outlook, and Excel, plus experience monitoring opportunities in CRM systems.
• Experience with Adobe InDesign is required.

Nice to have

• Proficiency with Adobe Illustrator or other Adobe Creative Suite programs.
