TL;DR
Senior-1 Engineer/Analyst/Consult (Utilities Privatization Program Management and Support Services): Performing advanced engineering, economic, and regulatory analyses to support government oversight of privatized utility contracts with an accent on tariff evaluation, cost-of-service modeling, rate validation, and infrastructure planning. Focus on developing long-term energy resiliency models, conducting audits and depreciation studies, supporting pricing decisions, and preparing expert-witness materials.

Location: Fort Greely, Alaska, USA; generally at or near Alaska, with remote work subject to change

What you will do

  • Perform advanced engineering, economic, and regulatory analyses for utilities privatization programs.
  • Review ACURRP, FCU, and R&R documentation and evaluate utility tariffs.
  • Develop cost-of-service models, depreciation studies, and rate validation analyses.
  • Support audits, pricing decisions, infrastructure planning, and long-term energy resiliency models.
  • Prepare expert-witness support and coordinate with the Senior Project Manager on deliverable quality.

Requirements

  • Bachelor’s degree in Engineering, Finance, or Economics; a Master’s degree is preferred.
  • 8–12 years of relevant experience and senior-level subject-matter expertise.
  • Experience in utility finance, engineering economics, or RCA rate case analysis.
  • Skills in technical analysis, rate modeling, GIS, Excel, report writing, and financial validation.
  • Strong analytical rigor, regulatory literacy, independent problem-solving, and critical thinking.
  • Security clearance is necessary for applicable engagements involving sensitive federal work.

Nice to have

  • Professional certification such as PE, CPA, or CFA.
  • Advanced proficiency with Microsoft Office, including Excel, Access, Outlook, PowerPoint, and Word.
  • Proficiency with Adobe Acrobat, data analytics tools, and Visio.
