Location: Fort Wainwright, Alaska, USA; support spans Fort Greely, Fort Wainwright, and JBER. The role is generally based across Alaska and the North America region, with an identified work site at 1060 Gaffney Road, Fort Wainwright; remote work may be possible.

What you will do
- Provide executive oversight and leadership across multiple Alaska military installations.
- Serve as the primary liaison with DLA Energy contracting officers and contracting officer representatives.
- Integrate technical, financial, and regulatory workstreams supporting privatized utility contracts.
- Ensure compliance with RCA standards and FAR Part 41 utility contract requirements.
- Oversee deliverable quality, timeliness, strategic alignment, communications, and CPARS performance.
- Lead program risk management, corporate reporting, and RCA rate case coordination.
Requirements
- 15+ years of professional experience, including 10+ years in utility privatization or regulatory support.
- Bachelor’s degree in Engineering, Economics, Finance, or Business; a master’s degree is preferred.
- Recognized subject matter expertise in utilities privatization and regulatory rate cases.
- Leadership experience managing multi-site DoD or energy infrastructure programs.
- Strategic leadership, regulatory and financial analysis, communication, negotiation, and program management skills.
- Ability to make executive decisions and balance technical and financial objectives.
Nice to have
- PMP certification.
- Advanced proficiency with Excel, Access, Outlook, PowerPoint, and Word.
- Proficiency with Adobe Acrobat, data analytics tools, and Visio.
