TL;DR
Technical Training and Development Instructional Designer (Instructional Design): Designing instructor-led, computer-based, and blended technical training for WMATA with an accent on adult learning theory, accessibility, and learner-centered content. Focus on analyzing performance gaps, developing SCORM-compliant modules and instructional materials, evaluating training effectiveness, and digitizing paper-based workflows.

Location: On-site at the client site in Arlington, Virginia, United States, supporting WMATA across the Mid-Atlantic region. U.S. citizenship is required.

What you will do

  • Design instructor-led, computer-based, and blended technical training materials, including lesson plans, storyboards, guides, assessments, presentations, CBT modules, and job aids.
  • Conduct training needs, job, task, and performance-gap analyses and define measurable learning objectives.
  • Collaborate with subject matter experts and stakeholders to translate complex technical information into learner-friendly content.
  • Apply instructional design models, adult learning theory, accessibility standards, and Metro-provided templates and procedures.
  • Evaluate training effectiveness using learner feedback, assessment data, user experience data, and Kirkpatrick Levels 1–3 evaluation strategies.
  • Manage project plans, milestones, risks, deliverables, reporting, version control, and knowledge-transfer documentation.

Requirements

  • Bachelor’s degree in instructional design, education, or a related field; a master’s degree is preferred.
  • At least 3 years of instructional design experience and 5+ years in instructional design, eLearning development, or curriculum design in technical or transit domains.
  • Experience with adult learning theory, instructional technologies, ADDIE, Learning Management Systems, and authoring tools.
  • Knowledge of Web Content Accessibility Guidelines (WCAG) 2.2 and experience developing accessible learning materials.
  • Experience with Adobe Captivate, InDesign, Microsoft Office, Adobe Creative Cloud, and working sessions with subject matter experts.
  • Must be a United States citizen; visa sponsorship, including H-1B and TN sponsorship, is not available. Work is performed on-site at the client site.

Nice to have

  • Project Management Professional (PMP) certification or similar.
  • Experience with transit technical training, organizational change, or productivity initiatives.
  • Experience with Articulate, Camtasia, learning analytics, and documentation.
