Construction Quality Assurance Representative (QAR) (Construction Engineering Management Services)

Location: On-site at Whiteman Air Force Base, Missouri, United States. U.S. citizenship, a valid Real ID state-issued driver's license, base access, fingerprint background investigation, and TASS access approval are required.

What you will do

• Conduct daily on-site quality assurance surveillance and inspections of construction work against contract plans, specifications, UFC/USACE standards, and approved submittals.
• Attend and document contractor quality control meetings and three-phase inspections, communicating nonconformances and required corrective actions.
• Maintain daily reports, deficiency logs, inspection records, test results, and project files in USACE RMS/CMP systems.
• Monitor construction progress, safety compliance, weather, resources, schedule risks, and issues that may lead to change orders or findings of fact.
• Review submittals, collect samples for laboratory testing when applicable, and support acceptance and commissioning activities for mechanical, electrical, data, communication, and specialized B-21 systems.
• Coordinate with USACE government staff, project engineers, contractor supervisors, and military or civilian stakeholders to resolve quality issues.

Requirements

• 5–10+ years of construction inspection or quality assurance experience, including at least 5 years of construction experience.
• Experience with Federal or DoD construction, preferably supporting USACE or NAVFAC projects.
• Knowledge of USACE QA/QC processes, RMS/QCS systems, EM 385-1-1, building codes, construction methods, contract administration, drawings, specifications, and submittals.
• Bachelor's degree in engineering, construction management, architecture, or a related field, or an equivalent combination of education and experience.
• U.S. citizenship and a valid Real ID state-issued driver's license are required.
• Must pass fingerprint-based security screening, TASS access procedures, and applicable base access and security requirements.

Nice to have

• CQM for Contractors, ICC, or OSHA 30 certification.
• Experience with commissioning, constructability reviews, cost proposals, root cause analysis, and Federal contract documentation.
