TL;DR
Construction Manager (Energy Infrastructure): Providing independent engineering advisory services for large-scale U.S. energy infrastructure projects with an accent on construction oversight, EPC performance monitoring, technical due diligence, and lender-ready reporting. Focus on validating schedules, budgets, milestones, conditions precedent, disbursement readiness, construction risks, and completion certification throughout the project lifecycle.

Location: Remote within the United States with on-site meetings and project-site visits expected; Washington, DC and nationwide CONUS project support

Compensation: Competitive compensation with benefits and incentives; the role is described as an exempt 1099 contract.

What you will do

  • Provide independent engineering advisory support for DOE Energy Dominance Financing and Loan Programs Office projects.
  • Oversee construction execution, monitor EPC contractor performance, and validate progress, schedules, budgets, and milestones.
  • Review project documentation, data rooms, technical and commercial interfaces, assumptions, and conditions precedent.
  • Assess construction risks, identify mitigations, escalate issues, and support disbursement and completion certification reviews.
  • Prepare construction reports, field observations, milestone validations, contractor performance reviews, and lender-ready due diligence materials.
  • Coordinate with engineering, finance, legal, construction, operations, environmental, HSE, and project controls stakeholders.

Requirements

  • 10+ years of relevant engineering, construction, operations, compliance, risk, finance, or energy infrastructure advisory experience.
  • Experience with oil and gas, power, utilities, or large-scale infrastructure projects for owners, lenders, independent engineers, or federal clients.
  • Bachelor's degree in engineering, environmental science, construction management, business, risk management, finance, or a related field.
  • Experience with independent engineering review, technical due diligence, risk assessment, EPC progress, constructability, field coordination, and milestone achievement.
  • Strong report writing, Excel-based analysis, data-room review, information-request tracking, stakeholder coordination, and presentation skills.
  • Ability to work remotely within the United States and attend on-site meetings or project-site visits nationwide.

Nice to have

  • PMP, CQA, CIA, ISO Lead Auditor, CHMM, CSP, or PMI-RMP certification.
