Engineering Services Commissioning Manager (Energy Infrastructure)

Location: Remote within the United States with on-site meetings and visits to project sites nationwide. Initial work site: Washington, DC.

What you will do

• Provide independent engineering advisory support for DOE Energy Dominance Financing and Loan Programs Office projects.
• Review commissioning plans, startup readiness, performance testing, acceptance testing, and operational transition readiness.
• Evaluate technical and commercial interfaces, project assumptions, risks, mitigations, and conditions precedent.
• Prepare commissioning schedules, test packages, punch lists, readiness reviews, completion evidence, and independent engineer reports.
• Support data room reviews, borrower and contractor interviews, site observations, monitoring meetings, draw package checks, and issue closure tracking.
• Coordinate with engineering, finance, legal, construction, operations, environmental, HSE, and project controls stakeholders.

Requirements

• 10+ years of relevant engineering, construction, operations, compliance, risk, finance, or energy infrastructure advisory experience.
• Bachelor's degree in engineering, geoscience, petroleum engineering, mechanical, electrical, chemical, civil, environmental, or a related technical field.
• Experience with oil and gas, power, utilities, or large-scale infrastructure projects for owners, lenders, independent engineers, or federal clients.
• Knowledge of technical due diligence, commissioning planning, startup readiness, acceptance testing, performance validation, turnover, and construction monitoring.
• Strong technical judgment, analytical rigor, documentation discipline, stakeholder coordination, and report-writing skills.
• Proficiency with Microsoft Office tools, especially Excel; familiarity with Access, Outlook, PowerPoint, Word, Adobe Acrobat, data analytics tools, and Visio.

Nice to have

• PE, PMP, CSP, API, NACE/AMPP, PMI, or other discipline-specific credentials.
• Experience supporting DOE, LPO, credit evaluation, lender review, or federal energy financing programs.
