TL;DR
Construction Monitoring Manager (Energy Infrastructure): Providing independent engineering advisory support for large-scale U.S. energy infrastructure projects with an accent on EPC progress monitoring, construction reporting, milestone validation, and lender-ready technical due diligence. Focus on reviewing budgets and schedules, validating conditions precedent and draw requests, identifying construction risks, and translating technical evidence into financing and compliance decisions.

Location: Remote within the United States, with on-site meetings and visits to project sites nationwide. The initial worksite is 1000 Independence Avenue SW, Washington, DC 20585.

What you will do

  • Provide independent engineering advisory support for DOE/LPO energy infrastructure financing, technical due diligence, credit evaluation, and lifecycle monitoring.
  • Lead construction oversight, EPC progress monitoring, field reporting, and monthly construction report validation.
  • Review project conformance with construction plans, budgets, schedules, milestones, and conditions precedent.
  • Prepare site visit reports, progress certifications, milestone evidence, draw request support, construction risk updates, and independent engineer reports.
  • Coordinate with engineering, finance, legal, construction, operations, environmental, HSE, and project controls stakeholders.

Requirements

  • 10+ years of relevant engineering, construction, operations, compliance, risk, finance, or energy infrastructure advisory experience.
  • Experience with oil and gas, power, utilities, or large-scale infrastructure projects for owners, lenders, independent engineers, or federal clients.
  • Bachelor’s degree in engineering, environmental science, construction management, business, risk management, finance, or a related field.
  • Knowledge of independent engineering review, technical due diligence, risk assessment, construction monitoring, EPC progress, milestones, budgets, and schedules.
  • Strong report writing, Excel-based analysis, data room review, information request tracking, stakeholder coordination, and presentation skills.
  • Work authorization and project support are limited to the United States, with a standard background check required.

Nice to have

  • PMP, CQA, CIA, ISO Lead Auditor, CHMM, CSP, or PMI-RMP certification.
  • Experience with borrower or contractor interviews, site observations, risk registers, draw package checks, and issue closure tracking.
