What you will do
- Provide independent engineering advisory support for DOE Energy Dominance Financing and Loan Programs Office projects.
- Review commissioning plans, regulatory acceptance criteria, startup readiness, performance testing, and operational transition readiness.
- Evaluate engineering, construction, compliance, operating, commercial, and risk information for technical due diligence and lifecycle monitoring.
- Prepare commissioning procedures, permit-driven startup requirements, performance test reviews, turnover certifications, and Independent Engineer reports.
- Support data room reviews, borrower and contractor interviews, site observations, monitoring meetings, conditions-precedent evidence reviews, and draw package checks.
- Coordinate with engineering, finance, legal, construction, operations, environmental, HSE, and project controls stakeholders.
Requirements
- Must be based in the United States and able to attend on-site meetings and project-site activities as required.
- 10+ years of relevant engineering, construction, operations, compliance, risk, finance, or energy infrastructure advisory experience.
- Experience with oil and gas, power, utilities, or large-scale infrastructure projects for owners, lenders, independent engineers, or federal clients.
- Bachelor's degree in engineering, geoscience, petroleum engineering, mechanical, electrical, chemical, civil, environmental, or a related technical field.
- Experience with independent engineering review, technical due diligence, risk assessment, commissioning, startup readiness, completion testing, report writing, and stakeholder coordination.
- Ability to produce independent, traceable, technically defensible documentation suitable for lender, DOE, credit, construction, and certification decisions.
Nice to have
- PE, PMP, CSP, API, NACE/AMPP, PMI, or other discipline-specific credentials.
- Experience supporting DOE or Loan Programs Office-style documentation and financing processes.
