Focus on validating safeguards, closing risk actions, reviewing project evidence, and translating technical findings into lender-ready recommendations for DOE and credit decisions.

Location: Remote within the United States with on-site meetings and project-site visits expected; Washington, DC / nationwide CONUS support.

What you will do

  • Provide independent engineering advisory support for DOE Energy Dominance Financing technical due diligence, credit evaluation, lifecycle monitoring, and assurance activities.
  • Evaluate HAZOP and PHA outputs, safeguards, process hazard controls, and major accident risk-reduction measures.
  • Review project documentation, technical and commercial interfaces, assumptions, risks, and proposed mitigations.
  • Prepare PHA worksheets, safeguards validation, risk rankings, action-closure tracking, process safety recommendations, and independent engineer reports.
  • Support conditions precedent, disbursement readiness, data-room reviews, site observations, monitoring meetings, and draw-package checks.
  • Coordinate with engineering, finance, legal, construction, operations, environmental, HSE, and project-controls stakeholders.

Requirements

  • Bachelor's degree in engineering, geoscience, petroleum engineering, mechanical, electrical, chemical, civil, environmental, or a related technical field.
  • 10+ years of relevant engineering, construction, operations, compliance, risk, finance, or energy-infrastructure advisory experience.
  • Experience with oil and gas, power, utilities, or large-scale infrastructure projects for owners, lenders, independent engineers, or federal clients.
  • Knowledge of independent engineering review, technical due diligence, risk assessment, HAZOP, PHA, safeguards, process safety risks, and major accident hazard controls.
  • Ability to produce defensible documentation, track information requests and risks, analyze data in Excel, and present findings clearly.
  • Ability to work remotely within the United States and attend on-site meetings or project-site visits nationwide.

Nice to have

  • PE, PMP, CSP, API, NACE/AMPP, PMI, or other discipline-specific credentials.
  • Experience supporting DOE, LPO, lender, credit, construction-monitoring, or project-finance stakeholders.
