Senior Project Controls Manager (Energy Infrastructure)

Location: Remote within the United States with on-site meetings and project-site work expected; based in or supporting Washington, DC and nationwide CONUS locations.

What you will do

• Lead project controls activities for independent engineering advisory engagements supporting the U.S. Department of Energy Loan Programs Office.
• Manage technical, cost, and schedule baselines and evaluate construction budgets and operational completion dates.
• Support technical due diligence, credit evaluation, lifecycle monitoring, construction monitoring, and completion certification.
• Review project documentation, data rooms, borrower and contractor information, assumptions, risks, mitigations, and conditions-precedent evidence.
• Prepare program control baselines, monthly dashboards, change-board materials, independent engineer reports, and executive briefings.
• Coordinate with engineering, finance, legal, construction, operations, environmental, HSE, and project controls stakeholders.

Requirements

• Work authorization and location: remote work is limited to the United States, with on-site meetings and potential project-site visits nationwide.
• 10+ years of relevant engineering, construction, operations, compliance, risk, finance, or energy infrastructure advisory experience.
• Experience with oil and gas, power, utilities, or large-scale infrastructure projects for owners, lenders, independent engineers, or federal clients.
• Bachelor's degree in engineering, environmental science, construction management, business, risk management, finance, or a related field.
• Experience in independent engineering review, technical due diligence, risk assessment, integrated cost and schedule governance, executive reporting, and stakeholder coordination.
• Strong technical judgment, analytical rigor, documentation discipline, issue escalation, and ability to translate technical evidence into financing and risk implications.

Nice to have

• PMP, CQA, CIA, ISO Lead Auditor, CHMM, CSP, or PMI-RMP certification.
• Advanced proficiency with Excel, Access, Outlook, PowerPoint, and Word; familiarity with Adobe Acrobat, data analytics tools, and Visio.
