Location: Helena, Montana, United States; hybrid with in-office hours 3 days a week
Base pay range: $133,400–$247,700 annually, plus eligibility for an annual incentive bonus.

What you will do
- Direct government relations and legislative strategy for the Montana Legislature in partnership with the Market Lead and President of BCBSMT.
- Manage relationships with state legislatures, governors’ offices, regulatory agencies, and advocacy groups.
- Coordinate regulatory matters with the Montana State Auditor, Commissioner of Securities and Insurance, Legal, and Compliance teams.
- Guide external contracted lobbyists and advise elected officials on decisions affecting the health insurance industry.
- Develop events that highlight BCBSMT’s role as a business and corporate citizen.
- Oversee budgets, allocate resources, build business cases, and conduct cost-benefit analyses for initiatives and investments.
Requirements
- Bachelor’s degree.
- 10 or more years of experience working with legislative bodies, regulatory agencies, and government relations at the state or federal level.
- At least 5 years of people and/or project leadership experience, including 2 years influencing internal or external decisions affecting an organization.
- Knowledge of legislative and regulatory processes, health policy, government programs, commercial insurance, and insurance legislation.
- Political, negotiation, planning, organizational, analytical, and communication skills, including the ability to synthesize complex legislation and regulations.
- Ability to work in a hybrid arrangement with in-office hours 3 days per week in Helena, Montana.
Nice to have
- Four years of government relations experience for a health plan.
- Public speaking and presentation experience.
- Graduate or professional degree in public policy, law, or a health care-related field.
- JD.
