What you will do
- Provide independent engineering advisory support for DOE Energy Dominance Financing technical due diligence, credit evaluation, lifecycle monitoring, and assurance activities.
- Evaluate pipeline design, routing, hydraulic performance, materials selection, integrity management, constructability, operational readiness, safety, and regulatory compliance.
- Review project documentation, data rooms, technical and commercial interfaces, assumptions, conditions precedent, and disbursement readiness.
- Identify risks and mitigations and prepare pipeline design reviews, hydraulic calculations, route assessments, integrity analyses, and regulatory readiness summaries.
- Participate in borrower and contractor interviews, site observations, monitoring meetings, risk register updates, evidence reviews, and issue-closure tracking.
- Coordinate with engineering, finance, legal, construction, operations, environmental, HSE, and project controls stakeholders to support lender and DOE decisions.
Requirements
- Bachelor’s degree in engineering, geoscience, petroleum engineering, mechanical, electrical, chemical, civil, environmental, or a related technical field.
- 10+ years of relevant engineering, construction, operations, compliance, risk, finance, or energy infrastructure advisory experience.
- Experience with oil and gas, power, utilities, or large-scale infrastructure projects for owners, lenders, independent engineers, or federal clients.
- Experience in technical due diligence, independent engineering review, pipeline routing and hydraulics, materials, integrity, constructability, safety, operations, and regulatory compliance.
- Ability to perform data room reviews, track information requests, conduct Excel-based analysis, write reports, and present defensible findings.
- Ability to work independently and objectively, apply technical judgment, maintain documentation quality, and translate technical evidence into risk, compliance, and financing implications.
Nice to have
- Professional credentials such as PE, PMP, CSP, API, NACE/AMPP, PMI, or other relevant discipline-specific certifications.
- Experience supporting DOE, LPO, lender, credit, construction monitoring, completion certification, or project finance activities.
