Proposal Manager

What you will do

• Lead proposal development and production for small- to large-scale federal government opportunities.
• Manage proposal plans, schedules, scorecards, compliance materials, outlines, templates, and review processes.
• Facilitate subject matter expert collaboration on solution storyboarding, technical approaches, win themes, and customer challenges.
• Write and edit technical, management, staffing, past performance, QA/QC, resume, white paper, and oral presentation volumes.
• Coordinate deliverables from internal personnel, subcontractors, technical writers, architects, engineers, and management.
• Manage rapid task order responses for existing IDIQ contracts with 7- or 10-day deadlines.

Requirements

• 5+ years of experience in proposal management, writing, and facilitation for federal government RFPs, RFQs, FOPRs, or white papers.
• 5+ years of experience guiding technical SMEs through solution storyboarding and development.
• Experience managing scorecard-based proposals and structured, repeatable proposal processes.
• Strong technical writing, editing, communication, facilitation, and document production skills.
• Proficiency with Adobe PDF manipulation, Microsoft Word, Excel, PowerPoint, and document templates.
• U.S. citizenship is required. A bachelor's degree is required; a master's degree is preferred.

Nice to have

• Proposal experience across at least two technical disciplines, such as application development, AI/ML, data analytics, cloud hosting, systems infrastructure, or cybersecurity.
• Knowledge of federal government proposal pricing development.
• Experience using AI tools for content research and proposal development.
• Master's degree in English, writing, communications, or a related field.
