G2G Co-Design Advisor (Consultant)

Location: United States; assignments may be performed onsite, remotely, or through a hybrid arrangement, with international travel to U.S. Embassies, government offices, and project locations expected.

What you will do

• Advise U.S. Government Missions and partner-country governments on Government-to-Government health assistance program design and implementation.
• Facilitate co-design workshops, consultations, technical working groups, and negotiations with Ministries of Health, Finance, Planning, and oversight institutions.
• Develop G2G program frameworks, implementation plans, operating procedures, performance indicators, and sustainability strategies.
• Conduct fiduciary, operational, and programmatic risk assessments and develop mitigation, accountability, internal control, and audit frameworks.
• Design monitoring, evaluation, and learning frameworks and use health-system data to support adaptive management.
• Coordinate with the State Department, CDC, and other interagency partners while preparing reports, briefing materials, decision memoranda, and implementation deliverables.

Requirements

• Master’s degree or higher in Public Health, Public Policy, Public Administration, International Development, Law, or a related field.
• At least 10 years of progressively responsible experience in international development, foreign assistance, health programming, or G2G initiatives.
• Experience supporting government institutions and conducting program design, policy analysis, grantmaking, implementation oversight, or G2G programming.
• Experience with risk assessments and mitigation strategies in low- and middle-income countries, plus knowledge of U.S. Government foreign assistance policies and compliance requirements.
• Understanding of public financial management, health-sector governance, stakeholder facilitation, consensus building, and evidence-based decision-making.
• U.S. citizenship or U.S. permanent residency and the ability to obtain and maintain a Facility Access Clearance are required.

Nice to have

• Prior experience with G2G health assistance programs or with the U.S. Department of State, CDC, USAID, or other U.S. Government agencies.
• Regional expertise in Sub-Saharan Africa, Asia, Latin America, or other global health priority regions.
• Familiarity with health systems strengthening, global health programming, and the America First Global Health Strategy.
• Professional proficiency in French, Portuguese, Spanish, or another relevant language.
