Alternate Program Manager / Agile Program Lead - NOAA

What you will do

• Act with full authority in the Program Manager's absence and lead the integrated Agile program-management framework across four Moonshot focus areas.
• Charter Agile teams, define working agreements and cadences, recommend decision rights, and establish the Government-provided Agile tracking environment.
• Own and refresh the Living Program Roadmap covering objectives, milestones, dependencies, readiness levels, transition gates, and Government decisions.
• Manage cross-focus-area dependencies, escalate risks, and establish readiness definitions and evidence fields for R2O2R activities.
• Lead two Senior Agile Facilitators through a Scrum-of-Scrums construct and convert workstream data into an integrated program view.
• Turn retrospective findings into an improvement backlog measured against KPI trends.

Requirements

• Bachelor's degree or higher in business, management, or a related field.
• Eight to ten years of programmatic, portfolio, or IT program management experience, including directing assigned delivery-order projects.
• PMP certification and a scaled-Agile certification such as SAFe.
• Experience with SAFe, Scrum-of-Scrums, and Program Increment planning across distributed scientific-software teams.

Nice to have

• Hands-on DevOps and CI/CD experience with pipelines, automated testing, and cloud-native delivery.
• Scientific-software literacy covering numerical weather prediction, MPAS/UFS, data assimilation, GPUs, or AI4NWP.
