Technical Program Manager (Hybrid) - 29803

Location: Hybrid, with onsite work 1–2 days a week in Columbia, Maryland, United States; occasional travel up to 10% within and outside the continental United States.

Salary: $145,317–$215,000 per year.

What you will do

• Drive monthly sprint and quarterly release cadences across application, data, infrastructure, and QA engineering teams.
• Convert product roadmaps into milestone-based delivery plans, sprint-ready backlogs, and validated acceptance criteria.
• Own end-to-end release management, including integration testing, deployment readiness, and go/no-go decisions.
• Manage cross-team dependencies, schedules, risks, blockers, budgets, burn rates, and forecasts.
• Shepherd software through customer security scanning and RMF/ATO authorization processes.
• Communicate release plans, timelines, demonstrations, and delivery status to Product Owners, engineering teams, government stakeholders, and cyber operators.

Requirements

• U.S. citizenship and the ability to obtain and maintain a Secret U.S. Government Security Clearance are required.
• At least 5 years of experience as a Technical Program Manager, Program Manager, Delivery Lead, or equivalent in an Agile software delivery environment.
• At least 6 years of experience in Department of War cyber, Agile software development, and/or big data with a bachelor’s degree; alternative experience and education combinations are accepted.
• Experience delivering complex, multi-team software programs and leading through influence without direct reporting authority.
• Understanding of data lakes, data lakehouses, data warehousing, big data technologies, and federal government customer environments.
• Ability to work onsite in Columbia, Maryland, 1–2 days per week, and travel occasionally up to 10%.

Nice to have

• Active Secret or Top Secret clearance.
• Program, project management, Agile, or DoD 8140/8570 certifications.
• Cybersecurity experience in areas such as SOC operations, cyber threat intelligence, network defense, or incident response.
• Experience with Databricks, Snowflake, AWS or Azure data services, Kubernetes, CI/CD, GitOps, RMF/ATO, container hardening, or vulnerability scanning.
• GovCon financial management, proposal development, customer-facing technical, or TPM-function setup experience.
