Project Procurement Manager (EPC)

Location: Newark, Delaware, United States. Work is performed in the office, at project sites, and at supplier locations; domestic and limited international travel may be required.

What you will do

• Develop and execute project procurement plans and sourcing strategies for engineered equipment, bulk materials, construction services, and long-lead items.
• Lead supplier prequalification, bidding, solicitation, evaluation, award recommendations, commercial negotiations, and contract management.
• Control procurement costs, schedules, critical-path activities, risks, expediting actions, and value-engineering opportunities.
• Coordinate with expediting, inspection, materials management, logistics, engineering, construction, contracts, legal, and project controls teams.
• Maintain audit-ready procurement documentation and support compliance reporting for government-funded projects.
• Lead, mentor, and manage buyers, expeditors, and materials coordinators.

Requirements

• Bachelor’s degree in supply chain management, engineering, business, or a related field.
• 10–15+ years of procurement or supply chain experience in an EPC or large capital project environment.
• Experience managing procurement for complex capital projects, preferably with government or defense-related funding.
• Experience with Federal Acquisition Regulations, subcontract flow-down clauses, and Defense Priorities and Allocations System requirements.
• Strong commercial negotiation, contract management, stakeholder management, analytical, problem-solving, and decision-making skills.
• Proficiency with ERP systems such as SAP or Oracle and procurement tracking tools; leadership experience in schedule-driven environments.

Nice to have

• Master’s degree or professional certification such as CPSM, CIPS, or PMP.
• Experience with domestic and international suppliers and complex logistics environments.
