TL;DR
Deputy Project Coordinator - Policy and Advocacy (PlayMatters) (Education Policy and Systems Strengthening): Coordinating policy influence, government engagement, and evidence-based advocacy to institutionalize Learning through Play across education systems in Uganda with an accent on stakeholder coordination, policy integration, and sustainable scale-up. Focus on translating research and MEAL findings into policy products, strengthening government ownership, and tracking policy change outcomes across a multi-country consortium programme.

What you will do
- Lead PlayMatters 3.0 policy influence and systems-strengthening plans, workplans, budgets, learning agendas, and risk reviews.
- Coordinate policy commitments and stakeholder engagement across consortium partners, government ministries, local governments, education institutions, and development partners.
- Support the institutionalization of Learning through Play in teacher development systems, policy frameworks, standards, curricula, and emergency education guidance.
- Translate research, MEAL findings, and implementation learning into policy briefs, technical guidance, position papers, advocacy messages, and strategic recommendations.
- Represent PlayMatters in technical working groups, sector reviews, curriculum reforms, policy consultations, conferences, and policy dialogues.
- Track policy influence indicators, stakeholder commitments, policy changes, systems-change outcomes, and progress toward sustainable government-led continuation.
Requirements
- Master’s degree in education, international development, social sciences, or a related field.
- At least 5 years of progressive experience in policy engagement, advocacy, education sector reform, systems strengthening, or public-sector engagement.
- Experience working with government ministries, education institutions, development partners, and policy-making processes.
- Strong understanding of education policy, teacher development systems, education in emergencies, and competency-based learning reforms.
- Experience translating research and evidence into policy and programme influence, and developing policy products, advocacy strategies, and influence plans.
- Strong stakeholder engagement, facilitation, negotiation, written, and oral communication skills.
