Country Lead – Sierra Leone (Health Policy and Project Management): Leading implementation of a USG-funded country program in Sierra Leone with an accent on health policy, health systems strengthening, health informatics, and resource mobilization. Focus on coordinating government and stakeholder engagement, managing work plans and budgets, overseeing technical assistance, and delivering measurable project results.
Location: Sierra Leone; applicants must have the legal right to live and work in Sierra Leone. This is a locally recruited position with no relocation assistance or expatriate benefits.

What you will do
- Serve as the primary liaison with the U.S. Department of State Embassy, the Government of Sierra Leone, and other stakeholders.
- Provide strategic and technical leadership in health policy, health systems strengthening, data use, health financing, and resource mobilization.
- Lead annual work planning, budgeting, staffing, implementation oversight, and performance improvement.
- Coordinate global and regional technical teams, local partners, and consultants to deliver technical assistance and build government capacity.
- Oversee results measurement, reporting, knowledge management, financial stewardship, compliance, and project deliverables.
- Supervise, mentor, and manage staff performance, recruitment, professional development, and employee relations.
Requirements
- Master’s or PhD degree in public health, health economics, health informatics, statistics, data science, economics, finance, health policy, or a related discipline.
- At least 10 years of progressively responsible experience in health informatics, health policy, health financing, resource mobilization, public financial management, or a related field.
- At least 3 years of experience in project leadership, preferably on a U.S. Government-funded project.
- Experience with project financial and budget management, health policy engagement, advocacy, stakeholder coordination, and evaluation.
- Strong analytical, problem-solving, communication, writing, presentation, organizational, and relationship-building skills.
- Fluency in English and the legal right to live and work in Sierra Leone are required.
