TL;DR
Shelter Project Manager NWS (Humanitarian Shelter Programming): Planning and implementing emergency, transitional, and permanent shelter solutions in Northwest Syria, including shelter kits, housing rehabilitation, and public-building projects, with an accent on project cycle management, technical shelter expertise, and market-based approaches. Focus on leading the shelter portfolio and staff, coordinating with stakeholders, and delivering climate-resilient interventions in hard-to-reach areas.

Location: Sarmada, Syria; applicants must be legally eligible to work in Syria. Travel: 30–40% within areas of operation.

Salary/benefits: Grade 8 on NRC’s national salary scale.

What you will do

  • Plan and implement high-quality emergency, transitional, and permanent shelter programmes.
  • Manage shelter interventions including shelter and winterization kits, housing rehabilitation, and public-building projects.
  • Lead project cycle management, programme development, implementation, and portfolio oversight at area-office level.
  • Manage logistics, finance, human resources, and shelter programme staffing.
  • Coordinate with donors, governments, partner organisations, and other internal and external stakeholders.
  • Contribute to country-level programme development with the Shelter Specialist.

Requirements

  • At least 3 years of experience in a senior project implementation role managing shelter programmes in humanitarian or recovery contexts.
  • Bachelor’s degree in a related technical field, such as civil engineering; a master’s degree is an advantage.
  • Technical shelter expertise in construction, rehabilitation, public buildings, and apartment rehabilitation.
  • Experience with cash-for-shelter approaches, including cash for rent, repair, and construction, as well as market-based programming.
  • Experience in Northwest Syria, including Idlib or Aleppo, or in similar hard-to-reach areas.
  • Experience with team leadership, Project Cycle Management, Sphere Standards, humanitarian frameworks, climate-resilient shelter infrastructure, and disaster risk preparedness.

Nice to have

  • Master’s degree in a related field.
  • Experience with cost-recovery systems and governance models for sustainable shelter programming.
