Procurement Specialist

Location: San Diego, CA, USA; the project is based in Sudan and the position is open to expatriates.

What you will do

• Manage procurement activities for a World Bank-funded health and nutrition project in compliance with World Bank Procurement Regulations.
• Develop, manage, and update the Project Procurement Plan in the World Bank STEP system.
• Lead procurement of medicines, medical equipment, health supplies, technical assistance, training services, and minor civil works.
• Prepare bidding documents, requests for proposals, terms of reference, and evaluation criteria using World Bank Standard Procurement Documents.
• Manage Procurement Review Committees and maintain complete files for World Bank post-review and audits.
• Coordinate indirect procurement and co-procurement with UN agencies, conduct sanctions screening, and provide training to state-level and sub-partner procurement staff.

Requirements

• Degree in procurement, supply chain management, business administration, law, engineering, or a related field; a master's degree is preferred.
• At least 8 years of procurement experience in international development projects, including at least 5 years under World Bank procurement regulations.
• Experience procuring medical goods, equipment, and pharmaceutical supplies in humanitarian or fragile and conflict-affected contexts.
• Proficiency in the World Bank STEP system.
• Knowledge of anti-corruption guidelines and sanctions-screening procedures.
• English is required; Arabic fluency is preferred. CIPS certification is an advantage.
