TL;DR
Scrum Master / Business Analyst (Healthcare IT): Facilitating Agile delivery and analyzing healthcare IT workflows to eliminate Social Security Number usage across critical VistA applications, with an accent on requirements engineering, privacy remediation, and stakeholder alignment. Focus on translating SSN-reduction objectives into traceable user stories and acceptance criteria, coordinating User Acceptance Testing, and incorporating VA and NIST security requirements.
Location: Remote within Charleston, South Carolina / United States

What you will do
- Serve as Scrum Master and Agile facilitator for a multidisciplinary project team.
- Facilitate Scrum ceremonies, coach team members, track delivery commitments, and remove impediments.
- Analyze VistA workflows, interfaces, reports, audit processes, and data handling to identify SSN usage and dependencies.
- Elicit and document business and technical requirements, process flows, user stories, acceptance criteria, and gap analyses.
- Coordinate with Product Owners, technical leads, QA personnel, Government stakeholders, and security and privacy teams.
- Support User Acceptance Testing and incorporate PII/PHI, VA, NIST, HIPAA, and Federal privacy requirements.
Requirements
- Bachelor’s degree in Business, Information Systems, Healthcare Administration, Information Technology, or a related field, or equivalent experience.
- At least 3 years of experience as a Scrum Master, Business Analyst, or combined Scrum Master/Business Analyst in healthcare IT or complex enterprise environments.
- Experience with requirements elicitation and analysis, user stories, acceptance criteria, workflow diagrams, process maps, gap analyses, and requirements traceability.
- Experience facilitating Agile ceremonies and collaborating with technical, business, QA, and customer stakeholders throughout the software development lifecycle.
- Experience supporting User Acceptance Testing and using Jira, Azure DevOps, or comparable Agile management platforms.
- U.S. citizenship is required; candidates must complete a background check and be able to obtain and maintain a Government/Public Trust clearance.
Nice to have
- CSM, PSM, PMI-ACP, SAFe, or comparable Agile certification.
- Experience with Department of Veterans Affairs systems, VistA applications, or healthcare electronic health record systems.
- Knowledge of PII/PHI handling, HIPAA, NIST SP 800-53, FISMA, and Federal privacy requirements.
- Experience with application modernization, privacy remediation, or sensitive-data reduction initiatives.
