Federal Capture Director (Quantum)

Location: College Park, Maryland, United States; hybrid schedule with the option to work a few days per week remotely. Up to 25% domestic travel. US citizenship is required, along with eligibility to obtain and maintain a US Government security clearance.

Salary: $147,712–$192,621 approximate base salary range; wage transparency range of $147,712–$210,967 USD, plus bonus, equity, and benefits.

What you will do

• Lead end-to-end capture for high-priority US federal opportunities, from identification and qualification through proposal submission and post-award transition.
• Develop competitive win strategies, pricing approaches, technical solutions, and mission-focused value propositions.
• Build and negotiate strategic alliances with systems integrators, teaming partners, subcontractors, and small businesses.
• Engage federal stakeholders, program managers, contracting officers, and industry partners to influence procurement strategies.
• Run Black Hat, Blue Team, Black Team, Pink Team, and Red Team capture reviews and brief executives on status, resources, and risks.
• Convert capture intelligence into compliant proposals, conduct competitive and Price-to-Win analysis, and mature the federal pipeline.

Requirements

• 8+ years of experience in federal capture management, business development, or program management within the US Federal sector.
• Experience capturing federal contracts valued at $10M or more for quantum, cybersecurity, HPC, cloud, AI infrastructure, advanced hardware, or other complex technical solutions.
• Experience leading matrixed, cross-functional pursuit teams and managing complex federal or defense programs.
• Thorough knowledge of FAR/DFARS, OTA contracting vehicles, and the Shipley capture management lifecycle.
• Referenceable relationships with federal customers, acquisition officials, and GSI partners.
• US citizenship, U.S. Person eligibility, and the ability to obtain and maintain a Secret or Top Secret/SCI clearance are required.

Nice to have

• Current Secret, Top Secret, or TS/SCI clearance.
• PMP, Shipley Capture Management, or APMP Practitioner certification.
• Experience in a high-growth, venture-backed, or fast-paced commercial technology environment transitioning into the federal sector.
