TL;DR
Chemical, Biological, Radiological, and Nuclear Defense International Program Analyst (CBRND): Supporting international CBRND cooperation, agreements, foreign disclosure, and engagement activities for the U.S. Department of War with an accent on diplomatic coordination, program oversight, and chemical and biological defense policy. Focus on drafting bilateral and multilateral agreements, managing international partner activities, coordinating clearances and travel, and developing metrics-based strategies for international engagement.

Location: Hybrid schedule with 3–4 days per week onsite at the Mark Center in Alexandria, Virginia, and 1–2 days remote. International travel is required approximately 10% annually, usually for one week at a time.

Salary: $99,300–$144,000 USD annually

What you will do

  • Support international CBRND efforts in coordination with ODASW(CBRND), CBDP components, government leads, and international partners.
  • Prepare presentations, briefings, readaheads, talking points, action items, and materials for interagency, executive, and international meetings.
  • Coordinate international agreements, including memoranda of understanding and agreement, project agreements, equipment and material transfers, and Foreign Military Sales.
  • Draft ITAR exemption requests, foreign disclosure requests, country clearances, travel documentation, and related international engagement materials.
  • Develop and maintain an ND-CBD international engagement strategy, actionable metrics, implementation guidance, oversight plans, and a coordinated activity calendar.
  • Coordinate international travel, executive and program officer meetings, CBR MOU portfolio activities, and the office travel budget.

Requirements

  • Active TS/SCI security clearance required.
  • Bachelor’s degree in any field; a master’s degree may substitute for three years of experience.
  • 10+ years of experience with bilateral or multilateral engagements, international partners and institutions, negotiations, or diplomacy.
  • Recent experience with international engagements, agreements, and treaties, including facilitation of O-6/GS-15 and SES/GO/FO-level meetings.
  • Experience coordinating relationships with international partners and familiarity with chemical and biological defense subject matter.
  • Experience with Microsoft 365, including Teams and SharePoint, plus the ability to travel within the National Capital Region and internationally.

Nice to have

  • Experience overseeing international engagements within the Chemical and Biological Defense Program.
  • Pentagon action officer experience and knowledge of the foreign disclosure process.
  • Experience drafting bilateral and multilateral engagements, working with Foreign Military Sales, or supporting CBR MOU engagements.
  • Experience working with the United Kingdom.
