Location: Onsite in Arlington, VA or Alexandria, VA, or telework within the National Capital Region

Salary: $119,000–$172,000 USD per year

What you will do

  • Assess U.S. and allied microelectronics industrial bases, identifying capability gaps, supply chain vulnerabilities, and opportunities to strengthen domestic manufacturing.
  • Analyze semiconductor ecosystems spanning wafer fabrication, advanced packaging, substrates, specialty chemicals, photomasks, lithography equipment, assembly, and testing.
  • Evaluate industrial base risks, CHIPS and Science Act investments, market trends, foreign investment, export controls, and geopolitical risks.
  • Conduct market research, cost-benefit analyses, technology readiness assessments, supply chain mapping, and program outcome evaluations.
  • Develop white papers, executive briefings, congressional responses, acquisition documentation, and strategic recommendations for senior government leadership.
  • Coordinate with government agencies, FFRDCs, industry partners, academic institutions, and semiconductor manufacturers.

Requirements

  • Active Secret security clearance with the ability to obtain and maintain Top Secret clearance.
  • Bachelor’s degree in engineering, materials science, physics, electrical engineering, supply chain management, public policy, or a related field.
  • 5+ years of experience in semiconductors, microelectronics, defense acquisition, industrial base, or national security programs.
  • Knowledge of the CHIPS and Science Act and federal semiconductor initiatives.
  • Experience with industrial base assessments, market research, strategic analysis, executive briefings, and written products for senior government officials.
  • Familiarity with semiconductor manufacturing processes and proficiency with Microsoft Word, Excel, PowerPoint, and SharePoint.

Nice to have

  • Experience supporting senior-level strategic staff environments or federal agencies involved in semiconductor policy.
  • Knowledge of trusted microelectronics, radiation-hardened electronics, and space-qualified semiconductor technologies.
  • Experience with Defense Production Act authorities, semiconductor incentive programs, the DoW acquisition lifecycle, or the PPBE process.
