Lead Proposal Analyst

Location: On-site in Broomfield, Colorado, or Albuquerque, New Mexico; remote work may be approved for up to 2 days per week.

Salary: $113,000–$170,000 annually, including the target bonus.

What you will do

• Lead complex cost proposals for quantum platform opportunities across federal, state, and commercial engagements.
• Develop estimates covering labor, platform usage, materials, subcontractors, travel, capital equipment, and indirect costs.
• Create cost models, pricing analyses, financial scenarios, margin analyses, and defensible bases of estimate.
• Review technical requirements and Statements of Work to ensure complete and accurate cost capture.
• Advise business development, capture, proposal, program, engineering, finance, contracts, and leadership teams on pricing and cost strategy.
• Improve estimating methodologies, cost libraries, historical databases, templates, and proposal processes.

Requirements

• Bachelor’s degree required.
• At least 8 years of experience in proposal costing, pricing, estimating, financial analysis, or proposal management.
• Must be a U.S. Person: U.S. citizen, permanent resident or green card holder, or a worker granted asylum or refugee status.
• Due to national security requirements, People's Republic of China or Russian nationals are not eligible unless they are also U.S. citizens.
• Strong knowledge of cost estimating methodologies, financial modeling, and proposal development processes.
• Advanced Excel, analytical, communication, problem-solving, and cross-functional leadership skills.

Nice to have

• Advanced degree in Finance, Business, Engineering, Economics, Accounting, or a related field.
• Program management certification.
• Experience managing cost proposals for government and commercial engagements.
• Experience presenting cost and pricing recommendations to executive leadership.
